AGENDA ITEM# 1                 CALL TO ORDER

The Regular Meeting of the Mayor and City Council was called to order at 6 00 p.m. by Mayor Jimmy Carpenter.

 

Council Present:              John Mashburn, Judy Kirby, Johnny Hubbard, Ross Self

Council Absent:               None

Staff Present:                   Jan Clark-City Administrator,  Chief Don Braly

Guest Present:                 Dale Garner with AEL, Nancy Bostick, Angie Fortune, Kathy Blakney

AGENDA ITEM # 2          PLEDGE OF ALLEGIANCE AND INVOCATION


Pledge of Allegiance said by all and the Invocation was said by Council John Mashburn

AGENDA ITEM# 3                 CITIZENS INPUT

 

Dale Garner with Abilene Environmental Landfill spoke regarding the services his company could do for our City.

 

Nancy Bostick and Angie Fortune commented that someone turned water on at Hughes Park, Saturday 9, 2023, and did not turn off. Nancy showed picture of water standing next to Mercantile’ s foundation.

 

Kathy Blakney commented on Animal Control Ordinance regarding the number of dogs a person could have.

AGENDA ITEM# 4                 APPROVAL OF MINUTES

Motion made by Mashburn and seconded by Hubbard to approve the Regular Minutes of the August 10, 2023, Regular Meeting.

AGENDA ITEM# 5                 DISCUSSION AND APPROVAL OF STAFF REPORTS

                    1.  Financial Reports

                    2.  Monthly Bill List

                    3.  Utility Report

                    4.  Municipal Court Report

Financial Reports, Monthly Bill List, Utility Reports and Municipal Court Reports were presented by City Administrator. Chief Braly gave Police Report. Council reviewed all reports.

 

City Administrator reported that TxDOT payment to Infrastructure Bank would be coming up soon.

 

Motion made by Mashburn and seconded by Self to approve all above reports.

 

Motion carried 4-0.

AGENDA ITEM #6                    CONTRACT/DISCONTINUE CONTRACT WITH LGB&S

 

City Administrator presented Budget Amendments for General and Utility Funds.

 

Motion made by Self and seconded by Mashburn to approve contract with Municipal Court contract with MBVA and discontinue contract with LGB&S.

 

Motion carried 4-0

AGENDA ITEM # 7                 DISCUSSION AND APPROVAL OF 2023 PROPERTY TAX RATE OF $.469903

 

 City Administrator presented worksheet of 2023 Property Tax Rate, showing No-New Revenue Rate of $0.469903 per $100.00, and showed comparison of last year’s rate. Last year 2022 tax rate was $0.495393 per $100.00.

 

Motion made by Kirby and seconded by Mashburn to approve 2023 Property Tax Rate at $0. 469903 per 100.00.

AGENDA ITEM# 8                 DISCUSSION AND APPROVAL OF ORDINANCE NO 2023-9-14 SETTING THE TAX LEVY FOR YEAR 2023

 

Ordinance No. 2023-9-14 was reviewed showing 2023 No-New Revenue Tax of $0.469903 per 100.00 of Property Value.

 

Motion by Self and seconded by Mashburn to approve Ordinance No 2023-9-14, setting Property tax for the year 2023 of $0.469903.

AGENDA ITEM# 9                 REVIEW AND APPROVE RESOLUTION 2023-10-7 REGRDING RSHS HOMECOMING PARADE

 

City Administrator presented and explained Resolution regarding the RSHS Homecoming Parade Route.

 

Motion by Hubbard and seconded by Kirby to approve Resolution No. 2023-10-7 regarding RSHS Homecoming Parade.

 

Motion carried 4-0

AGENDA ITEM# 10               DISCUSSION, REVIEW     AND    CONSIDER     APPROVAL    OF BUDGET FOR YEAR 2023-2024

 

General and Utility Budget for year ending September 2024 was reviewed and explained.

 

Motion made by Mashburn and seconded by Self to approve Budget for year ending September 2024.

 

Motion carried 4-0

 Mayor Carpenter commented on abatement of properties and the old hospital building, that he is talking to attorney.

ACTION TAKEN:

 

Motion made by Self and seconded by Mashburn to appoint Tricia Nall as Council Member to replace vacant seat until the May 2024 Election.

 

Motion carried 4-0

 

Motion made by Kirby and seconded by Mashburn to approve City employee wage increase.

 

Motion carried 4-0
